Cost of a HD-capable photo camera is actually pretty cheap. Not to mention that most rollercoasters have just one at some point. Cost of HD VIDEO camera is still pretty high and banks have at least a FEW cameras inside.

2. Rollercoaster is just a photo, a still frame, it takes nearly no space and most likely they are deleted right after printing. HD video takes quite some space, and banks have to store them for at least 2 moths (my moms bank at least does). Now, few cameras * 24/7 * 60 days - this will be quite a lot of gigabytes of data.

3. Light. The rollercoaster uses a short burst of flash to help “stabilize” the picture. It’s IMPOSIBLE to do on a video camera.
